Earl L. Philip is a highly accomplished executive leader with over 35 years of experience in military operations, corporate leadership, political affairs, and public policy. As Director of Procurement and Executive Operations & Political Affairs for the Public Safety Protection Agency (PSPA), he plays a critical role in both strategic procurement and executive-level agency coordination.

In his procurement capacity, Earl oversees all sourcing and vendor relations, ensuring PSPA maintains a cost-effective, mission-ready supply chain. His leadership supports uninterrupted daily operations, compliance with procurement standards, and long-term fiscal sustainability.

Beyond procurement, Earl brings a strong background in government and political affairs, having served as State Director for a U.S. presidential campaign and managing over 12 political campaigns at the local, state, and federal levels. His experience bridges public and private sector engagement, making him a trusted liaison for PSPA’s intergovernmental and civic partnerships.

A U.S. Army Veteran, Earl has led large-scale logistics and administrative operations for teams exceeding 1,200 personnel and held executive roles such as Assistant Vice President at Bank of America and CEO of New Innovation Group Consultants, LLC.

He holds a Master’s Degree in Public Administration and has completed doctoral-level coursework (ABD) in Public Administration, further reinforcing his deep expertise in governance, operations, and compliance.
