Pedro Guerra is a decorated law enforcement veteran, national security advisor, and tactical deployment strategist with over 30 years of operational experience in local, federal, and international law enforcement environments. As Assistant Chief of Personnel Logistics for the Public Safety Protection Agency (PSPA), Pedro oversees the agency’s emergency deployment infrastructure, nationwide personnel operations, and the integration of former law enforcement officers into PSPA’s elite security framework.
Pedro began his public safety career with the Cleveland Police Department, rising to the rank of Sergeant and commanding specialized units including Narcotics, Crisis Negotiations, and the Ohio High Intensity Drug Trafficking Area (HIDTA) Task Force. During his tenure, Pedro was assigned to the FBI’s Joint Terrorism Task Force (JTTF), where he contributed to counterterrorism investigations and coordinated interagency operations involving national security threats. His work resulted in hundreds of successful federal and state prosecutions for organized crime, money laundering, human trafficking, and violent gang activity.
Pedro also served as the Officer in Charge of Personnel, responsible for the vetting, backgrounding, and selection of thousands of officers and civilian staff. This experience uniquely positions him to oversee PSPA’s law enforcement recruitment standards and ensure only the most qualified, mission-ready professionals are placed in the field.
After retiring from municipal law enforcement, Pedro continued his service in high-threat environments, deploying abroad as a Law Enforcement Professional (LEP) embedded with
U.S. military forces in Afghanistan. There, he trained military intelligence units in interview techniques, biometric exploitation, counterinsurgency strategy, and tactical site exploitation—earning commendations from the U.S. Department of Defense and various intelligence agencies.
Domestically, Pedro managed large-scale FEMA security operations in the U.S. Virgin Islands, overseeing over 100 armed and unarmed officers during hurricane recovery efforts. His duties included VIP protection for FEMA executives, logistics coordination, payroll and housing management, and agency liaison responsibilities with both local and federal entities.
Pedro’s expertise also extends into faith-based executive protection, having personally coordinated and executed numerous Jewish EP assignments across the United States. These operations included the protection of rabbis, dignitaries, synagogues, religious schools, and high- profile events in Jewish communities—ensuring culturally sensitive and threat-informed
protection strategies aligned with each client’s unique religious and security needs. In his current leadership role at PSPA, Pedro plays a critical role in:
- Vetting all former law enforcement personnel entering the agency
- Managing emergency surge deployments and government-contracted operations
- Coordinating staffing strategies for high-risk and time-sensitive missions
- Overseeing crisis logistics and national disaster response activation
Pedro holds certifications in tactical driving, advanced hostage negotiation, criminal interdiction, anti-terrorism, and disaster management, and has served as a national instructor for the FBI Academy, HIDTA, Ohio Peace Officer Training Commission, and the
U.S. Army National Guard.
